Flinders Estate will play an important role in meeting Esperance's future housing needs, supporting local jobs and fostering economic growth. Parts of the estate have already been developed, but a large area remains undeveloped. This gives us an opportunity to think carefully about how this land can best meet the needs of our community into the future.
The current plan was prepared more than 20 years ago. Since then, Esperance has grown, community needs have evolved, and modern planning requirements provide better tools to manage growth, protect important values and plan for future generations. We also have better information about coastal hazards, infrastructure, environmental considerations and Aboriginal cultural heritage.
That's why the Shire of Esperance is reviewing how Flinders Estate is designed and planned, and we’re inviting the community to help shape what comes next.
As Esperance grows, so does the need for housing, services, jobs and community spaces.
Population forecasts show more people will call Esperance home in the years ahead, creating a need for additional housing. At the same time, we want to ensure future planning reflects what our community values most about Esperance.
As part of the review, a range of possibilities are being explored. These include:
- Different housing options
- Tourism opportunities
- Local business activity
- Transport connections
- Parks and public open space
- Protection of cultural heritage
- Management of coastal hazards.
No decisions have been made.
We want to hear from the people who live, work, and visit Esperance before any plans are formalised.
How you can get involved
Consultation is open from Monday 27 July to 4pm, Monday 17 August 2026, and we've created several opportunities for the community to share their ideas.
You can:
The survey and supporting information are available on Shape Esperance, where you can learn more about the project and provide feedback at a time that suits you.
Your feedback will help directly shape the future
This is your chance to influence how the remaining undeveloped area of Flinders Estate is planned.
