Esperance Council Plan 2026 - 2036

The Shire of Esperance Council Plan 2026 to 2036 (the Plan) is the Shire’s 10-year roadmap for the Esperance region. It reflects community direction, sets priorities for the years ahead, and outlines how objectives will be resourced, delivered and reported.

The Plan combines the Shire’s Strategic Community Plan and Corporate Business Plan into one practical document, making it easier to understand where we are headed and how we will track progress.

The Esperance Council Plan 2026–2036 was adopted at the March 2026 Ordinary Council Meeting. The Plan can be viewed and downloaded below. A hard copy can be requested by emailing shire@esperance.wa.gov.au and collected from the Administration Building on Windich Street.

Background and Planning Framework:

Local governments in Western Australia plan and report under the State Government’s Integrated Planning and Reporting Framework. This ensures local governments consult their communities and plan responsibly and sustainably in line with community direction.

Community members came together in November 2025 to review the Strategic Community Plan through the FUTYR Community Workshops. This feedback was considered alongside the 2025 MARKYT Community Scorecard results and the Shire’s strategic documents when developing the Plan.

The Department of Local Government confirmed that merging the Strategic Community Plan and Corporate Business Plan into one succinct Council Plan is acceptable, provided the elements required by the Local Government Act 1995 are included. Combining the documents supports efficient use of staff time and Shire resources, while providing a simpler, more accessible plan for the community.

To ensure the Plan stays relevant, it will be reviewed annually through desktop reviews, with major reviews every four years in line with the Integrated Planning and Reporting Framework schedule.
