The Shire of Esperance own the Flinders Estate freehold land and has released lots for sale in three stages since 2009

  • Stage 1 released in 2004 with 33 lots sold.
  • Stage 2 released 2012 with 89 lots sold.
  • Stage 4 (cottage lots) released 2023 with 29 lots sold.

Flinders Estate Stage 3

The Shire of Esperance is progressing the development of 36 residential lots as part of its Flinders Estate Stage 3 subdivision.

The Shire secured $4,024,969 from the WA Government Regional Housing Fund, making the project feasible for the Shire to progress.

The 36 residential lots, between 800sqm – 1000 sqm, will provide much needed serviced land for housing, a key issue for the Shire of Esperance. As part of the funding requirements 30% of the lots will be available for first home buyers when they are available on the market.

The Shire is currently advertising the major land transaction as part of its legislative requirements and preparing the tender to develop the lots and is expected to be issued in mid to late September.

Public Notice Major Land Transaction

Pursuant to Section 3.59 of the Local Government Act 1995, the Shire of Esperance provides notification that it intends to enter into a major land transaction through the subdivision development of Flinders Estate Stage 3.

Flinders Estate Concept Plan Review

Flinders Estate will play an important role in meeting Esperance's future housing needs, supporting local jobs and fostering economic growth. Parts of the estate have already been developed, but a large area remains undeveloped. This gives us an opportunity to think carefully about how this land can best meet the needs of our community into the future.

That's why the Shire of Esperance is reviewing how Flinders Estate is designed and planned.

Public consultation happened from 27 July to 17 August 2026. Feedback from the community and stakeholders is now being used to create the concept plan.
