Strong communities are built when local people are supported to lead local solutions. Across the Esperance district, community groups, volunteers and organisations are creating events, running programs, maintaining facilities and enhancing the places where they live.
Recognising the important role these grassroots efforts play in our region, Council has committed $368,141.60 to 11 community organisations through the 2026/27 Community Grants Program Annual Grants, with another $80,000 allocated to the Small Grants category – a total of $448,141.60.
The Community Grants Program is designed to back community-led initiatives that make a positive difference across the district, whether through arts and culture, recreation, community services, local events or projects that strengthen connections between people and places.
Acting Shire President Jennifer Obourne believes many of the district’s most valued projects begin when community members identify a local need and take the initiative to address it.
"Strong communities are built by people who care enough to get involved – and our region is full of passionate people!" Cr Obourne said. “The Shire’s Community Grants Program is here to give those community champions a helping hand, bringing great ideas to life and creating positive outcomes across the district.”
This year, Council received 12 Annual Grant applications, with funds requested totalling more than $500,000. These applications were assessed against criteria including community benefit, demonstrated need, alignment with the Esperance Council Plan and the applicant's ability to contribute to and deliver their project.
Council carefully considered all applications in accordance with the Community Grants Program guidelines and approved funding for eligible projects. For several longer-term initiatives, funding will be delivered across the 2026/27 and 2027/28 financial years, providing the full amount requested while supporting effective project delivery and acquittal requirements.
Recognising the value of ongoing community programs and events, Council also maintained three-year recurring funding for three organisations and expanded this assistance to a further three organisations. This approach provides recipients with greater long-term certainty and the ability to plan and invest with confidence.
The Community Grants Program's Small Grants category remains open throughout the financial year and offers funding of up to $3,000. This ongoing funding stream enables community groups to access help quickly and take advantage of opportunities as they emerge.

Whether it's fostering arts, music and culture, strengthening social connections, or helping aged care, historic, sporting and youth groups to achieve their goals, the Shire of Esperance Community Grants are a catalyst for positive change.

2026-2027 Annual Grants Recipients
Esperance Miniature Railway Society – to fund the purchase of a new electric locomotive, replacing ageing rolling stock, improving reliability, reducing maintenance demands and enhancing environmental performance. The new locomotive will replicate the historic Esperance Flyer, strengthening local heritage connections while maintaining a unique and popular community attraction.
Rotary Club of Esperance Bay (Auspice for Kyza Presents) – Delivering the Balmy Makers & Music Markets as part of the Balmy Nights Festival. The event expands the Festival program through a free, multi-activity experience combining live music, markets, workshops and interactive performances. It is designed to increase community participation, support local creatives and strengthen the Festival’s reach beyond its core ticketed events.
Esperance Bowling Club – to upgrade the ageing front façade of the 54-year-old clubhouse, addressing structural deterioration and improving safety, functionality and presentation of this well-used community asset.
Esperance Theatre Guild – to undertake urgent Bijou Theatre roof repairs to address deterioration identified through a recent building inspection and prevent further damage to the building.
Scaddan Country Club – to deliver a new integrated multipurpose Community Centre and Country Club. The facility will support sporting activities, community events, emergency response functions and social programs, restoring a critical piece of community infrastructure for Scaddan residents.
Existing Recurring Funding Applicants
Esperance Community Arts – Operating from the Village arts space, Esperance Community Arts works in partnership with local organisations, artists and community groups to deliver workshops, events and festivals that respond directly to community needs. The organisation is governed by a Board with sub-committees and has a strong focus on access, participation and community wellbeing.
The Cannery Arts Centre – Operating year-round, the Cannery delivers exhibitions, workshops, music events, artist residencies and inclusive community programs. The organisation is governed by a volunteer management committee and guided by a long-term strategic plan focused on sustainability and diversified income.
Esperance Brass Band – With over 50 years of continuous operation, the Esperance Brass Band plays a key role in events such as ANZAC Day services, festivals and carols. Funding supports essential operating costs, enabling rehearsals, instrument maintenance, and continued participation in community events.
New Recurring Funding Applicants
Esperance Care Services Waste Recycling & Disposal Project - A well-established operational program managing excess donations from the ECS Thrift Store and partner organisations. The Project reduces landfill waste by sorting, repurposing, and recycling materials, supported by upgraded equipment that improves efficiency, safety, and capacity.
Esperance Tjaltjraak Native Title Aboriginal Corporation Djilba Wildflower Festival - Showcasing over 700 local wildflower species and supported by scientific, cultural and educational programming, including workshops, school activities and guest presentations. Since 2024, the event has been coordinated by Esperance Tjaltjraak Native Title Aboriginal Corporation in partnership with local organisations, combining environmental education with cultural programming and community engagement.
Rotary Club of Esperance Australia Day in the Park Event - Combining entertainment, community stalls and activities with formal civic elements, including the Citizenship Ceremony and Citizen of the Year Awards. Delivered in partnership with the Shire and local organisations, the event provides a central opportunity for the community to come together and celebrate while recognising local contributions.
