Asset Management

Local Government assets deliver important community services. Their effective management is crucial to the sustainable delivery of those services to meet community needs now and in the future.

Legislation and regulations have been introduced by the Western Australian Department of Local Government for uniform implementation of Asset Management Framework and Guidelines.

Framework

To effectively and sustainably manage assets, all Local Governments are required to:

· Develop an Asset Management Policy

· Develop an Asset Management Strategy including Asset Management Plans for major asset classes 

· Develop a process for evaluating Asset Management Plans and asset sustainability

· Link Asset Management to the Annual Report

Guidelines

Guidelines set out the processes and activities required to achieve the required outcomes and include:

· Defining Levels of Service

· Addressing roles, responsibilities, resources and reporting requirements

· Establishing data and information systems

· Developing skills and processes

· Evaluating progress

Roads, Bridges, Culverts, Carparks, Paths, Traffic Management, Street Furniture.

Pedestrian, cycle and motor transport services.

Buildings

Buildings for which the Shire has the maintenance and renewal responsibilities.

Civic, Cultural, administrative and operational structures.

Recreation

Playgrounds, Park Furniture, Irrigation, Playing Surfaces, Lighting and Synthetic Surfaces.

Community recreation and sporting services.

Airport

Airside and landside airport infrastructure.

Air transport services and Airport operations.

Drainage

Pits, Pipes and associated Stormwater collection, conveyance, treatment and discharge facilities.

Catchment, conveyance, treatment and disposal of stormwater.

Coastal

Jetties, ramps, coastal steps, carparks and camping facilities.

Coastal access and recreation services.

Trees

Urban Trees under Shire control.

Placement, maintenance and management of urban trees.

Waste

Solid waste collection, recycling and disposal facilities.

Waste handling, recycling and disposal.

Fleet

Major, Minor and community plant items.

Used in construction, maintenance and operational services. Enables transport of material and personnel.
